STAFF REPORT TO: Mayor Keis and Members of City Council FROM: Joel Hanson, City Administrator DATE: January 5, 2018 RE: 2018 Goal Setting Staff would like to have a discussion with the Council on a goal setting process for 2018. There seemed to be some comments about making some variations to last year’s process. As you recall, Mr. Nagel facilitated the session. We had 20 participants including the Mayor & Council, seven staff members, two members from the Planning Commission, two members from the Park & Recreation Commission, a representative from the Sheriff’s Department, a representative from the Fire Department, and two citizen reps. We ended up with five goals (see attached listing with selected goals in bold typeset). Some changes that could be considered include the following: • Use a new facilitator (I don’t have someone in mind, but I’m sure I could find someone.) • City Administrator could serve as facilitator (could be useful to more quickly combine topics into meaningful lists) • Eliminate Citizen Representatives – while the intent was good, I’m not sure the input we have received has been very insightful. Plus, from my perspective, if we provide some background information to clarify the concern or issue raised, it seems like we are challenging their idea. (During the Commission interview process, there were comments made that we should have the non-selected candidates serve in the Citizen roles for 2018 goal setting). Staff is thinking Wednesday, January 31st could be a good date given it is a fifth Wednesday. If that doesn’t work, please come with some alternate dates in mind. It would be helpful to have the session completed by the 2nd week of February. Please be prepared to discuss your interest in goal setting for 2018, any changes to the process you feel are warranted.
