1m,y;SxcouNrY October 27 ,20L7 Mr. Joel Hanson City Administrator City of Little Canada 515 Little Canada Road East Little Canad?, MN 55LL7 RE:Rice Street (CSAH 49) lnterchange at l-694 Request for City Approval (Municipal Consent) of Layout for SP 6285-158, 062-649-040 Dear Mr. Hanson, Ramsey County is proceeding with plans to reconstruct the Rice Street (CSAH 49) lnterchange at lnterstate 694. ln accordance with Minnesota Statute L61.L64,1 am submitting for City approvalthe attached project layout. The City's approval (municipal consent) is required for this project because it alters access to and from lnterstate 694, a trunk highway, and requires acquisition of permanent rights-of-way. Municipal consent of projects is described in Minnesota Statutes L6l.t62 through t61.L67. Approval or disapproval of the final layout is by resolution of the City Council. However, if the City neither approves nor disapproves the final layout within 90 days of the public hearing, the layout is deemed approved (per MN Statute 16L.7641. The deadlines (per MN Statute tGL.L64l forthe City's responsibilities regarding municipalconsent of the attached layout are as follows, based on a submittal date of the layout to the City of October 27,2O!7: Within 15 days of receiving the final layout, schedule a public hearing (by November LL,2OL7l Within 60 days of receiving the final layout, conduct the public hearing (by December 26,2OL71 Provide at least 30-days' notice of the public hearing Within 90 days of the public hearing, approve or disapprove the layout by resolution (by March 26, 2018) As the County's project manager, I will attend the public hearing to present the final layout and answer questions. The County plans to begin construction of the proposed improvements in late 2018 and expects that the project will be substantially complete by the end of 2019. Final completion will likely extend into Fall 2020. The estimated cost of the project, which includes construction and right-of-way/easement acquisition, is S27.1 million. The County has secured SZO.S million from the 2017 Minnesota Legislature and 57 million in Federal Surface Transportation Program (STP) Funds. Some project costs are the City's responsibility, as detailed in the Ramsey County Public Works Cost Participation Policy.
