<br /> <br /> <br /> <br />Site Plan Review <br />The proposal is for a single story building with 18 assisted living units and 14 memory care units. The <br />units range in size from 350 sq. ft. to 400 sq. ft. The assisted living units feature a few kitchen cabinets <br />for storage, a bar sink, mini fridge, and a microwave for small scale food prep. The memory care units <br />do not feature said amenities. Units for both types of care will feature one bed and bathroom. Some of <br />the units are designed with a doorway between two units similar to a hotel. This accommodates a <br />situation where there may be a need for two beds because family members are requesting to be <br />together. <br /> <br />The building design is themed around maintaining a residential character. The applicant is proposing <br />LP smart siding with cultured stone accents wrapping the projected windows for the building façade. <br />Planning staff is pleased they’ve carried these elements around all of the elevations to achieve a higher <br />quality design. In addition, they’ve shown fake dormers, gable roofline with staggered notched panel <br />shingle accents, and two extending porches with columns to keep the design elements consistent with <br />the area. <br /> <br />The site plan provides for one entrance off of Rice Street with a circular drive/turn around at the <br />entrance of the building which leads to a covered pathway into the building. The proposal shows the <br />trash enclosed in a 10x12 accessory shed/building on the north elevation (SE corner of parking lot). <br />As an amenity to the residents, there is a five foot wide path shown around the building and a small <br />patio area in the rear of the building. City staff believes the layout of the <br />building as shown is consistent with the direction of the Planning Commission and City Council during <br />the review of the previous townhome development with regards to setbacks imposed. Suite Living is <br />continuing to maintain a 30 foot setback on the south property line given this is abutting the residential <br />properties along Iona Lane. City staff supports the building layout as presented. <br /> <br />Parking <br />Senior housing does not generate a high demand for off-street parking, this will be especially true with <br />memory care and assisted living units. Residents of Suite Living will not have vehicles. The code <br />allows parking at a rate of one-half space per unit for this type of use. The applicants have identified <br />three to five employees and one to three visitors a day. This equates to four to eight transient <br />occupants/visitors using the parking spaces.
