The City’s Architectural Guidelines for the Rice Street/Little Canada Road area <br />states a preference for monument type designs and discourages the use of cabinet signage (backlit). <br />Based on the Architectural Guidelines, staff recommends Option #2 with the monument design with <br />uplighting. <br /> <br />Upon initial review of the site renderings, city staff questioned the need for the wall signage on the <br />west elevation with the height and number of trees as shown. However, after reviewing the <br />landscaping plan, it appears there are only three six foot Medora Junipers with shrubbery proposed on <br />the west elevation. As a result, this would make the proposed wall signage visible from Rice Street. <br />The Architectural Guidelines for this area do regulate that a maximum of two signs shall be allowed in <br />this district. It should also be considered that a commercial property in the B-2, B-3, or B-4 District <br />with one frontage like this property would only be allowed a combination of two signs. While we do <br />believe the use may necessitate a need for signage in excess of that allowed in the R-3 District, staff <br />feels that is achieved and visibility is heightened with the increased sign area proposed on the <br />monument sign along Rice Street. By allowing a freestanding and wall sign on the west elevation and <br />a wall sign on the north elevation, the request is seeking a degree of signage that exceeds what we <br />would allow a commercial use on a similar lot. This request is not consistent with the area and out of <br />character with the residential component. <br /> <br />With that, Planning Staff requests the applicant remove the wall sign on the west elevation due to the <br />larger sign area (exceeds the residential standards) on the monument sign achieving the desired <br />visibility and negates the need for two signs on one elevation. By doing so, the applicant then reduces <br />the number of signs being proposed into compliance with the maximum of two in the Rice Street/Little <br />Canada Road Architectural Guidelines. Additionally, staff would request further details on size, <br />design, materials, mounting, etc. for the wall sign proposed on the north elevation. Lastly, if the <br />applicant continues with Option #2 for the monument sign, the plans submitted show the sign setback <br />at two feet from the property line. City code requires a five foot setback. The applicant is required to <br />move the proposed freestanding sign to a minimum of 5 feet from property line and resubmit a site <br />plan complying with the code requirement for setback. <br /> <br />Lighting Plan <br />The plans show three 16’ LED shielded lights on the north elevation with soffit lighting being used <br />under the covered porches and one shielded light on the south elevation above the patio. No other <br />building lighting is shown. The proposed use with likely not generate evening activity in the rear patio <br />area so the one shielded light should be sufficient on the south elevation. With the previous review of <br />this site, one concern from the abutting residential landowners was the glare from the exterior lights on <br />the south elevation. This does not appear to be a factor with the proposed plan or use, but staff would <br />like confirmation there is only one shielded light on the south elevation above the patio area. Below is <br />the applicable code language for lighting - <br /> <br />903.020.I. - Glare. Any lighting used to illuminate an off-street parking area, sign or other structure, <br />shall be arranged as to deflect light away from any adjoining residential zone or from the public streets. <br />Direct or sky-reflected glare, whether from floodlights or from high temperature processes such as <br />combustion or welding, shall not be directed into any adjoining property. The source of lights shall be <br />hooded or controlled in some manner so as not to light adjacent property. Bare incandescent light <br />bulbs shall not be permitted in view of adjacent property or public right-of-way. Any light or <br />combination of lights which cast light on a public street shall not exceed one (1) foot candle (meter <br />reading) as measured from the center line of said street. Any light or combination of lights which cast <br />light on residential property shall not exceed four (4) foot candles (meter reading) as measured from <br />said property.
