<br /> The Applicant should confirm the plantings proposed along the north border between the <br />retaining walls. This area was not labeled on the landscape plan. <br />Preliminary & Final Plat <br />Beyond the comments noted in this report, planning staff believes the plat is consistent with the desire <br />of the PUD District in creating a higher quality development through design and flexibility of <br />standards. This recommendation does not incorporate comments or revisions as required by the City <br />Engineer following his review of this submittal. Approval would be contingent on City Engineer <br />conditions. <br /> <br />Based on the submittal, planning staff recommends approval of the Preliminary and Final Plat with the <br />following conditions: <br /> Final PUD plans are submitted verifying compliance with the terms of the PUD approvals <br />noted in this report. <br /> Any comments or conditions imposed by the City Engineer after his review of the utilities and <br />stormwater improvements, including the drainage and utility easement, to ensure compliance <br />with the City Policy. <br /> Signage Plan subject to: <br />o Option #2 for the monument sign with compliant setback; <br />o Removal of the west elevation wall sign; <br />o Additional details including size, design, materials, mounting, etc. for the proposed wall <br />sign on the north elevation. <br /> Landscaping Plan subject to: <br />o The Applicant should prepare a grading plan which has the least impact and grading <br />disturbance along the south property line to permit the existing tree survival wherever <br />possible. This includes, but is not limited to, establishing a “no disturbance” zone <br />around the drip line of the oak trees on neighboring private property; <br />o Planning staff would recommend the addition of pond plantings to enhance the visual <br />impact of the project from Rice Street. The design of the plantings should be <br />coordinated with and approved by the Ramsey Washington County Watershed District. <br />Additionally, the redesigned plan should incorporate a safety element between the <br />stormwater pond and path; <br />o The Developer shall enter into a maintenance agreement with the City or the Watershed <br />District to ensure drainage and aesthetics of pond are adequately maintained; <br />o The Applicant should confirm the plantings proposed along the north border between <br />the retaining walls.
