mrnu~rea CITY COUNCIL, JULI' 9, 2002 Fahey stated that all the details will need to be pulled together in a development agreement, and it was his hope that this could be done by the end of August. Fahey suggested that no action be taken on the outdoor storage issue at this point until the Council can review the concept plan at their July 24°i meeting. If the concept is acceptable, work can begin on the development agreement. Johnson indicated that he has tried to put together a concept plan that will meet both the Cip~'s goals and his goals. 1-Iowever, there has been some question at a sta{I'level about what is acceptable and what is not. Fahey indicated that he understands that Johnson's business requires outdoor storage. 1 le also understands that there are poor soils at the back of the property that make that portion of the property more reasonably used for outdoor stora~~e. Fahey pointed out that the concept discussed was an interim outdoor storage use at the back of the site dependent on the redevelopment of the front of (he site to maximize its potential. The development agreement would addi~ss this allowing outdoor storage on the back provided that Johnson redevelops the front of the property. "The City Administrator indicated that sta1~~'has interpreted the Council's direction to be that the front use of the property should be maximized, the three-sided storage structure should be removed along with some of the other incidental structures, and the back property line for the two front parcels should be pushed back. The Administrator indicated that the location of this back properrv line for the front two lots has been an item of contention ~~~ith Johnson. Fahey again suggested that the matter be tabled for two weeks pending concept revie~n~ pending before the Planning Commission on July 11`x' and the Cify Council on July ~4'~'. Scalze noted Johnson's comments (hat the buildings on the property are full of materials. Scalze felt this indicated that the business is too big for this particular property. Fahey indicated that if Johnson's proposal is approved, some of these materials will be removed from inside the buildings and stored outside on the back of the pri>I>erU'. Montour asked ~a~hat has changed since the Council had this discussion with Johnson in April. Montour suggested that storage in the three-sided building be allowed, and the other outdoor storage removed. 6
