M1NU'CF,S <br />CITY COUNCIL <br />JULY I5, 2002 <br />LaValle asked what the SRO's do during the summer. I tirsh replied that they are <br />reassigned within the Roseville Police Department to patrol or other responsibilities. <br />Altendorfer reported that the DARE officers are either attending training sessions or <br />providing vacation relief during the summer months. <br />Deputy Chelstrom reported that he was a strong supporter of the DARE program and <br />felt the presence of the officer at the school and the relationships that officers build <br />with youth were invaluable. <br />Scalze asked the School District which program they felt was most valuable, "The <br />Great Body Shop" or DARE. Hirsh replied that that is diiTcuh to answer and felt <br />having both programs would be ideal. Hirsh reported that part of the issue in <br />Roseville and Falcon Heights is having the resources to allocate officers to DARE. <br />Chelstrom and Moore indicated that DARE is not just an anti-drug and alcohol <br />program, but also one of building relationships with youth. Chelstrom reported that <br />DARE America is currently looking at revamping the 17-week program at the 5'~' <br />grade level to a 9-week program at 5°i grade and a supplementary program in middle <br />school. <br />The City Administrator pointed out that the issue is the need for reinforcement of <br />DARE at the middle school level. He noted the difficulty of getting an additional <br />program into middle schools given graduation standards. The Administrator reported <br />that a representative of the White Bear Lake School District has indicated at the <br />contract cities meetings that the School District is not interested in implementing <br />DARE in the middle schools until the program has been scientifically proven. <br />Hirsh reported that the issue was looked at 3 to 4 years ago and the School District <br />declined the program at the middle school level because of the need to implement <br />graduation standards. She also noted that Federal requirements for the use of the <br />crime levy require that funded programs be scientifically proven or a "promising <br />practice". Hirsh reported that by the time the School District would need to reapply, <br />it may be that a revamped DARE program would be a "promising practice". <br />Hirsh reported that the School District reviews its curriculum every few years, and <br />they are currently in the process of reviewing and revising the health curriculum. <br />They are currently looking at "The Great Body Shop" for the middle school. <br />Fahey pointed out that the Sheriff s Department has agreed to fund the increase in <br />cost in providing DARE for the Cities of Arden Hills and Shoreview. Fahey <br />questioned why all the contracting cities are not being treated equitably in this regard. <br />Altendorfer reported that Che Sheritl"s Department has agreed to put DARE dollar <br />toward the inaease in cost of DARE in those cities given that the Mounds View <br />School District is using more of the dollars that previously went to this effort on <br />3 <br />
