MINUTES <br />CITY COUNCIL <br />JULY 15, 2002 <br />offered for one year only. However, DARE, even if offered only at the 5°i grade <br />level, is a gateway program Chat introduces kids to the issues and tells them how to <br />deal with those issues. Salter agreed that DARE needs to be revamped and expanded <br />as a booster program into the middle school. <br />Fahey asked if the School DistricC will pick up this booster program. If not, and <br />DARK is discontinued in Little Canada, Fahey asked if the School District would sit <br />down with the Sheriff s Department and the City Council to discuss other prevention <br />efforts. Fahey noted that without DARE, there would be no police presence at Little <br />Canada Elementary School or at St John's School. Fahey agreed that having police <br />officers in schools building relationships with students was a positive thing. <br />Altendorfer also commented that the police presence is comforting from a security <br />standpoint to students, parents, and school staff. <br />Scalze asked if DAI'2[ costs would go down once DARE is revamped and the 5°i <br />grade segment is reduced from 17 weeks to 9 weeks. <br />Altendorfer replied that costs would not go down since the booster program would be <br />added to the middle school. Altendorfer indicated that the Sheriffs Department is <br />planning to expand DARE into the middle school under the revamped program. The <br />City Administrator indicated that the Sheriff's Department has not indicated at any of <br />the meetings with the contracting cities that their plan is to expand DARE into the <br />middle school level. <br />Hirsh reported that the School District has not been contacted about this. This option <br />would need to be part of the discussion related to the make-up of the District's health <br />curriculum. <br />Altendorfer reported that this is why the Sheriff's Department is trying to keep <br />DARL going for one more year. This would give them the opportunity to have <br />off cers trained in the new DARE program, as well as have time Co sit down with the <br />School District to discuss adding the booster program into middle school. <br />Fahey stated that if the funding equity issue can be worked out, he would be <br />agreeable to continuing DARE in 2003 as a transition year to provide time to work <br />out the long-term futw~e of the program. Fahey stated that he had no problem <br />supporting DARE if it U'uly benefts the community. <br />Fahey suggested that the matter be placed on the July 24`x' Council meeting agenda so <br />that the Council can adopC a formal position on this issue. <br />7 <br />
