STAFF REPORT

TO: Mayor Keis and Members of the City Council

FROM: Joel Hanson, City Administrator

DATE: February 9, 2018

RE: Purchase of HD Equipment for Broadcast/Streaming Capabilities

North Suburban Cable Commission has provided us with the opportunity to add high definition (HD)
broadcast capabilities. As you know, when we upgraded the Council Chambers, we purchased HD
cameras. While we can’t broadcast in HD on Channel 16 through Comcast, we can do so through our
Century Link franchise and for web streaming services.

The costs to add this capability are as follows:
• Server & RTP License - $3,830 (note: price is lower due to LC, Roseville, Mounds View, and
CTV sharing this cost)
• Streaming Encoder - $1,000
• Dual Channel Frame Sync - $2,000 (Again, the cost is cut in ½ because we are sharing with
another city)

Therefore, the total cost to Little Canada is $6,830. There may also be some on-going maintenance
costs but they should be nominal.

Staff recommends we authorize the payment of up to $6,830 to North Suburban Cable
Commission as our share of the costs to add HD capabilities to our non-Comcast broadcasts.
Payment will come from the Cable TV Fund.
