STAFF REPORT

TO: Mayor Keis and Members of the City Council

FROM: Joel Hanson, City Administrator

DATE: February 22, 2018

RE: Proposal for Community Survey

Attached is a proposal for Morris Leatherman Company (formerly Decision Resources, Inc.) for a
community survey. Our last survey was conducted back in 2011 and cost $17,000. It contained 112
questions. That size survey would be about $18,500 at this time. You will note that Mr. Leatherman
has given us a price range of between $18,000 and $22,000 for a survey length of between 120 and 150
questions.

Some key areas that could be covered in addition to the general questions are as follows:

• Support for specific types of park improvements (aquatic features, trails, Edgerton tunnel,
pedestrian bridges over 35 & 694, etc.)
• Support for redevelopment efforts involving land assembly, TIF, or other incentives
• Interest in a housing rehab program
• Satisfaction/Focal Points for Code Enforcement
• Public safety initiatives (more deputies, traffic control, crime prevention)
• Other

We did not budget for this survey in the General Capital Improvement Fund for 2018. However, the
projected fund balance at the end of 2018 would enable us to absorb this expense. Staff would like
your direction as to how you would like to proceed.
