<br />1 of 4 <br /> <br /> <br />10062 Flanders Court NE – Blaine, MN 55449 – Ph: (763) 780-0450 Fax (763) 780-0452 <br /> <br /> <br />Memo <br /> <br />TO: Honorable Chair and Planning Commission Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: February 8, 2018 <br /> <br />RE: Suite Living Memory Care <br /> Preliminary & Final Plat Submittal <br /> <br />We have received plans and drainage calculations for the Suite Living Memory Care <br />development. The development is located to the east of Rice Street at the current <br />property addresses of 2736 and 2744 Rice Street. The submittal documents were <br />prepared by AMI Consulting Engineers and dated January 2018. The project proposes <br />to remove the existing residential homes and construct a single building memory care <br />unit and associated parking. Based upon our review, we have the following comments: <br /> <br />Preliminary/Final Plat <br />1. The applicant is showing a drainage and utility easement over the storm <br />water pond. No public water will enter the pond therefore we do not believe a <br />drainage and utility easement is necessary over the storm water pond. The <br />City should require a minimum of a 6 foot drainage and utility easement be <br />provided along the north, south, and east lot line of the development and a 10 <br />foot drainage and utility easement along the west property line. <br />2. The applicant should contact Ramsey County to discuss if any additional <br />right-of-way or easements will need to be dedicated for Rice Street. <br /> <br />Removal Plan <br />1. The applicant should make sure to complete the proper inspections and <br />demolition of the structures along with abandonment of the existing wells on <br />site. <br />2. Notes should be added to notify the City prior to old service removal to <br />schedule inspection of the service abandonments prior to backfilling. <br />3. The removal plan includes a note to preserve trees possible along the south <br />property line and southeast corner of the site. We would recommend the City <br />require the property line be staked in the field and a review of significant trees <br />be completed before any clearing is done. After determining if there are any <br />significant trees to save additional staking should be completed to determine <br />the cut/fill impacts near the significant trees and a determination made if <br />modification can or should be made to the grading to protect each tree. <br />
