<br /> <br /> <br />The City Engineer has noted in his 2nd report that after Suite Living submitted revised plans there are <br />still several comments outstanding from his initial review. At this time, staff is still waiting on another <br />set of revised plans including an updated preliminary and final plat from the Applicant that show <br />compliance with the recommendations made. Upon submittal of those documents which are then <br />determined to be complete and satisfactory by the City Engineer, Planning Staff would recommend the <br />following three motions: <br /> <br /> Approval of the Planned Unit Development for Suite Living of Little Canada at 2736 and 2744 <br />Rice Street, subject to the recommendations of city staff. <br /> <br /> Approval of the Architectural Review and Comprehensive Sign Plan for Suite Living of Little <br />Canada at 2736 & 2744 Rice Street, subject to the Applicant installing Option #4 (as shown in <br />original plan dated 1/29/18) for the monument sign, allowing a maximum of two signs to be <br />installed, and allowing up to 80 square feet of sign area. <br /> <br /> Approval of the Preliminary and Final Plat for Suite Living of Little Canada at 2736 & 2744 <br />Rice Street, subject to the recommendations in the Planner’s report and City Engineer’s report, <br />which includes: <br />o Final PUD plans are submitted verifying compliance with the terms of the PUD <br />approvals noted in staff reports. <br />o Any comments or conditions imposed by the City Engineer after his review of the <br />utilities and stormwater improvements, including the drainage and utility easement, to <br />ensure compliance with the City Policy. <br />o The Applicant should prepare a grading plan which has the least impact and grading <br />disturbance along the south property line to permit the existing tree survival wherever <br />possible. This includes, but is not limited to, establishing a “no disturbance” zone <br />around the drip line of the oak trees on neighboring private property. <br />o Planning staff would recommend the addition of pond plantings to enhance the visual <br />impact of the project from Rice Street. The design of the plantings should be <br />coordinated with and approved by the Ramsey Washington County Watershed District. <br />Additionally, the redesigned plan should incorporate a safety element between the <br />stormwater pond and path. <br />o The Developer shall enter into a maintenance agreement with the Watershed District or <br />City to ensure drainage and aesthetics of pond are adequately maintained. <br />o The Applicant should confirm the plantings proposed along the north border between <br />the retaining walls. This area was not labeled on the landscape plan. <br />o The applicant enters into a Development Agreement with the City ensuring the <br />development is consistent with the PUD and Plat approvals.
