Also, wind velocities are usually lower <br />than they will be later in the day so distribution is improved.” They also say that midday watering is <br />not as efficient because some of the water evaporates before getting into the soil. They further state <br />that watering in the evening should be avoided because if the plants go into the night-time hours wet, <br />then the growth of turfgrass diseases is more likely to occur. <br />Staff would recommend a sprinkling ban between the hours of 10:00 a.m. and 6:00 p.m. from May 1 to <br />September 30. The ban would not apply to other outdoor water uses such as car washing, filling kid <br />pools, hand watering of trees, shrubs, and gardens, etc. <br />Enforcement of the ban will be difficult but the hope is most people recognize the problem with <br />daytime watering anyway and change their watering habits. Staff in the field can issue warnings to <br />first-time offenders and tickets to repeat offenders. <br />Staff recommends the Council direct staff to develop an amendment to the water ordinance with the <br />daytime sprinkling ban language. Staff will put it together and present it at a future meeting. <br />Other conservation methods include providing conservation information and tactics on the website, in <br />the newsletter, and as an insert with utility bills. These tactics include installing more efficient <br />appliances and fixtures along with practicing better habits when using water. Once the new website is <br />up and running staff can put some information regarding water conservation on it and use Facebook to <br />direct people there. <br /> <br />
