The plat, plans, and drainage calculations have <br />been reviewed and meet the City requirements. A draft of the Watershed maintenance <br />agreement for the site was reviewed and while it addresses the ongoing maintenance of <br />the basin for stormwater control and functionality we feel it lacks requirements for the <br />aesthetic maintenance of the basin vegetation. <br />At this time staff would recommend the City Council approve the development <br />contingent on the following item: <br />1.The Watershed maintenance agreement be revised to incorporate the <br />aesthetic maintenance of the basin vegetation or a separate agreement be <br />executed between the Developer and the City requiring the maintenance of <br />the vegetation for aesthetic purposes. <br />In addition the Developer must also complete the following prior to any construction <br />activities occurring on the site. <br />1.Hold a preconstruction conference with the City and Contractor(s) completing <br />the work. <br />2.Submit copies of the Ramsey Washington Metro Watershed District permit <br />and National Pollution Discharge Elimination System (NPDES) permit for the <br />project to the City. <br />3.Submit copies of the right-of-way, utility, and access permits from Ramsey <br />County to the City. <br />4.The south property line be staked in the field and a review of significant trees <br />be completed before any clearing is done. After determining if there are any <br />significant trees to save additional staking should be completed to determine <br />the cut/fill impacts near the significant trees and a determination made if <br />modification can or should be made to the grading to protect each tree. <br />Please contact me if you have any questions regarding the above information at (763) <br />780-0450 ext. 3. <br />2
