A project list was developed by stakeholder groups and the public and the <br />financial needs on the list far outweigh the available funding; therefore, the need for a <br />selection process. A portion of the scoring system relates to the adjacent Cities’ and <br />Counties’ support of the projects. Documentation of this support must be provide in the <br />form of a resolution from all Cities and Counties directly adjacent to each project area. <br />While support does not guarantee a project will be selected, a lack of support would <br />negatively impact a projects score. There are two projects within the list that are <br />adjacent to Little Canada: <br /> <br /> Construction of MnPASS managed lanes between I-35W and I-35E, in both <br />directions as identified in the MnPASS Phase 3 Study. <br /> <br /> Improvement of Hwy 36 between 35W to 35E. Expand Hwy 36 from 4 lanes to 6 <br />lanes from 35W/Cleveland to 35E along median. 1) Reconfigure existing “circle” <br />ramp entrance from 35W/Cleveland south to increase speed of entering traffic; 2) <br />Fix drainage/flooding problem at 36/Fairview interchange (Up to 4 feet of water <br />during large events); 3) Provide aux lane for entering traffic from Snelling to 36 <br />interchange; use median to separate merging traffic from Snelling Ave; 4) <br />Provide longer taper for on ramps from Hamline in both EB and WB directions <br />instead of relying on aux exit lane for merging traffic; 5) shorten Dale St entrance <br />to WB 36, use for storm water mitigation; 6) rebuild rail bridge over 36 just W of <br />35E – increase span length to accommodate a longer ramp taper from 35E to SB <br />entering 36 WB. <br /> <br />Our support of the projects at this time does not constitute design approval or eliminate <br />the need for MnDOT to receive municipal consent for the projects that are chosen to <br />receive funding. <br /> <br />It is our recommendation that the City Council pass a resolution of support for the two <br />projects listed.
