<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: March 21, 2018 <br /> <br />RE: Storm Shelter – Terrace Heights Mobile Home Park <br />Under MN State Statute 327C.01, a manufactured home park with more than 10 units is required to <br />provide a place of shelter for residents or a plan for evacuation of park residents to a safe place within <br />a reasonable distance of the park in times of severe weather, including tornadoes and high winds. The <br />shelter or evacuation plan must be approved by the Municipality. <br />Terrace Heights Mobile Home Park was purchased in November 2017. With the change in ownership, <br />the new owners have executed a five year agreement with the Roseville Middle School as a place of <br />shelter for their residents in the event of severe weather. This is the same storm shelter location used <br />by the previous owners. City staff had a meeting with the new owners on March 7 and they indicated <br />they are working to find up to five residents that could become designated storm point persons for the <br />Park. The designated residents will need to have availability both day and night, as well as, the ability <br />to quickly get to the school to open up the building. The Park Owners feel it is best to have a couple of <br />designated contacts to ensure coverage. Included with this memo is the agreement between the two <br />parties. In addition, they also indicated they will be evaluating an on-site option for possible future <br />implementation. <br />I will mention that both 3020 Estates and North Star Estates have a Conditional Use Permit issued by <br />the City and have constructed an on-site storm shelter for their residents. <br />City staff is recommending approval of the Storm Shelter Plan as presented by Terrace Heights Mobile <br />Home Park. <br />
