<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: March 23, 2018 <br /> <br />RE: Amendment #2 to Contract with St. Paul Board of Water Commissions <br /> <br /> <br />Attached is the Amendment #2 to our contract with the St. Paul Board of Water Commissioners. <br />This amendment is the result of the rate study they undertook last year. This study was done using the <br />same methodology as used in the 2013 study. (I have attached the summary findings of the study. If <br />you would like to review the complete study, please let me know and I will get you a copy. It is an <br />extensive document.) The results of the rate study were favorable to us and resulted in the following: <br /> <br /> Current Proposed <br />Base Fee/Month $7,300 $10,150 <br /> <br />% of Lowest Seasonal <br />Rate charged to St. Paul 65% 60% <br />Retail Customers <br /> <br />Dollar Impact Based <br />On 2017 Usage & <br />2018 St. Paul Rates $953,797 $886,018 <br /> <br />Savings $67,779 <br /> <br />These changes will be retroactive to January 1, 2018. It should be noted that the City of Roseville also <br />had their percentage of St. Paul rates reduced to 60% and they have approved the amendment. <br /> <br />Based on the results of the rate study, staff would recommend we approve Amendment #2 to the <br />Contract for Water Service with the Board of Water Commissioners of the City of St. Paul as <br />presented.
