Metropolitan District
1500 County Road B2 West
Roseville, MN 55113

An equal opportunity employer

April 25, 2018

Joel Hanson
Little Canada City Center
515 Little Canada Road East
Little Canada, MN 55117

SUBJECT: Caribou Coffee
MnDOT Review #S18-031
SW quad I-35E and Little Canada Road
Little Canada, Ramsey County
Control Section 6280

Dear Joel Hanson,

The Minnesota Department of Transportation (MnDOT) has reviewed the plans for the proposed Caribou Coffee
development and has the following comments:

Planning:
Since this development involves a change in use, an access permit will be required. This development will require
further review if it proceeds. Please submit revised plans addressing the comments in the following sections.

For questions concerning these comments please contact Jennifer Wiltgen at 651-234-7788 or
Jennifer.wiltgen@state.mn.us

Design:
Please use MnDOT Standard Plan 5-297.254, Driveway and Sidewalk Details design for the access (attached).
The development may also require a Level 2 layout review process if lane modifications are involved. The
following website provides layout design guidance and identifies layout requirements:
http://www.dot.state.mn.us/design/geometric/index.html

The first link under Guidance is helpful, as well as the Design Resources tab.

Please contact Nancy Jacobson at 651-234-7647 or nancy.l.jacobson@state.mn.us with any questions.

ADA Design:
Please use MnDOT’s ADA Standard Legend (http://www.dot.state.mn.us/ada/pdf/legend.pdf). Attached is a
marked-up plan sheet with changes that need to be made. It is recommended that some of the existing signal
components are changed to fit what is actually there, and relocating or removing one of the signal pedestals would
help the usability of the map.

For questions on these comments please contact Joe Zilka at 651-366-3311 or joseph.zilka@state.mn.us.

Signal Design/Signal Operations:
MnDOT concurs with the Ramsey County letter regarding the methodologies and analysis of the Traffic Impact
Study and MnDOT does not see capacity or level of service issues with the development. However, MnDOT will
need to review the detailed signal modifications needed to accommodate the development. This includes new
mast arms, signal heads, loop detection, cabinet and controller modifications, and ADA improvements, before
commenting further on the proposed changes to the signal.

3
