<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> Jessica Jagoe, Associate Planner <br /> <br />DATE: April 25, 2018 <br /> <br />RE: Storm Shelter – Terrace Heights Mobile Home Park <br />Following the City Council meeting on March 28th, city staff reached out to the new owners of <br />Terrace Heights Mobile Home Park regarding the additional information you were seeking for <br />approval of the Storm Shelter Agreement. Additionally, city staff had a meeting with Mr. Kurtis <br />Williams, Regional Manager and Mr. David Benson, Site Manager from Riverstone Communities to <br />further discuss the questions that arose from Council and residents of Terrace Heights. <br />Included with this memo is the letter and maps that Riverstone Communities will be distributing to all <br />current residents and new residents explaining the procedures for evacuation. Mr. Williams has <br />indicated that they are working on having up to seven key holders (the map shows the six current <br />holders). These individuals will have access to the key fob for the Roseville Area Middle School. <br />During this meeting, city staff suggested creating some type of emergency notification system (i.e. <br />blast text or email notification). Mr. Williams said this is something they’ve done in other <br />communities and will look at feasibility of arranging for Terrace Heights. However, he did indicate <br />this may not be up and running this spring/summer season. Staff was also told that unfortunately the <br />opening in the fence/gate may not be enlarged or unlocked per the school. As a result, individuals <br />seeking shelter will need travel around the fence in order to gain access to the school. Mr. Williams <br />agrees with pursuing the Capitol View School option and will do so upon completion of their building <br />project. . <br />Staff believes the information provided addresses the concerns raised during the previous review. If <br />the Council feels these materials are adequate then the Emergency Storm Shelter Plan should be <br />approved. <br /> <br /> <br /> <br />84
