Traffic Impact Study <br />Little Canada Caribou Coffee <br /> <br /> <br /> <br />Alliant No. 218-0047.0 4 <br />April 11, 2018 <br />2.2 Existing Land Use <br />The proposed development property is currently vacant. However, the subject property was <br />previously occupied by a small gas station/convenience store. Access to the parcel is in place and <br />located opposite the County Drive southbound approach at a slight lateral offset. When the <br />gas station/convenience store was in operation, outbound motorists were controlled by the signal <br />system and were given a permissive green indication concurrent with the County Drive approach. <br />2.3 Intersection Capacity Analysis <br />An existing intersection capacity analysis was completed using Synchro/SimTraffic software to <br />establish a baseline condition to which future traffic operations could be compared. Capacity <br />analysis results identify a Level of Service (LOS), which indicates the quality of traffic flow <br />through an intersection. Intersections are ranked from LOS A to LOS F. The LOS results are based <br />on average delay per vehicle, which correspond to the threshold values shown in Table 2. LOS A <br />indicates the best traffic operation, with vehicles experiencing minimal delays. LOS F indicates an <br />intersection where demand exceeds capacity, or a breakdown of traffic flow. The LOS D/E <br />boundary for overall operations is often used as the indicator of congestion in an urban area. <br />Table 2 – Level of Service Criteria <br /> <br />Results of the existing intersection capacity analysis presented in Table 3 indicate that the <br />I-35E Southbound Ramps/Little Canada Road/Country Drive study intersection currently operates <br />at overall LOS C during the a.m. and p.m. peak hours. The southbound Country Drive and <br />southbound I-35E Exit Ramp approaches both operate in the LOS D to LOS E range during the <br />a.m. and p.m. peak hours, though this side-street LOS should not be considered excessive given <br />the atypical geometry and signal phasing of the study intersection. No significant queueing issues <br />were observed in the field or traffic simulation. Detailed operations and queuing analysis results <br />are presented in Appendix A.
