<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: April 20, 2018 <br /> <br />RE: Purchase of Utility Vehicle for Park Maintenance <br /> <br />The Public Works department currently has two Cushman utility vehicles for park-related maintenance <br />tasks such as grooming ballfields. The 2004 utility vehicle is scheduled for replacement this year so <br />staff has looked at a few different replacement options. <br /> <br />In the end, staff has determined that a Toro Workman is the best fit for what the department needs. It <br />is a versatile vehicle that will be in use daily from spring to fall. It has a dump box in the back and will <br />be set up to have a field groomer attached so it can be used to drag ballfields. The Toro should be easy <br />to use for the seasonal employees and staff has added the hard cab for rollover protection as well as <br />eye protection for anyone riding in the vehicle. The Cushman does not have a windshield and it <br />requires operators to wear eye protection while driving. The cab should provide a little extra comfort <br />and protection. There is an option to put doors on as well but staff does not think they are necessary at <br />this time. The Workman as set up by staff has a total cost on the state contract of $27,253.97. <br /> <br />Staff is also recommending the purchase of a Rahn field groomer to be attached to the Workman. Staff <br />has used Rahn groomers for many years and likes the way they work. A new Rahn groomer has a cost <br />of $3238.50. <br /> <br />The Workman and Rahn groomer are both sold by MTI Distributing in Brooklyn Center. MTI has <br />offered $2500 for the 2004 Cushman in a trade-in deal. That leaves the total cost for the Toro <br />Workman with add-ons and a Rahn field groomer at $27,992.47. Staff has budgeted $25,000 for a <br />utility vehicle and $4500 for the field groomer (total of $29,500) in the General Capital Improvement <br />Fund. <br /> <br />Staff recommends authorizing the purchase of the Toro Workman HDX and Rahn field groomer as <br />described and trading in the 2004 Cushman vehicle at a total net cost of $27,992.47. <br />
