The <br />site is located on the south side of Little Canada Road adjacent to the 35E southbound <br />on ramp. The gas station that was previously on the site was removed a few years ago <br />and the site is currently vacant. The submittal documents were prepared by Elan <br />Design Lab and Reprise Design and are dated March 2018. Based upon our review, we <br />have the following comments: <br /> <br />Certificate of Survey <br />1. The certificate of survey provided for the site does not indicate that any <br />drainage and utility easements exist along the property boundary lines of the <br />site. We would recommend the City require the dedication of the standard 6’ <br />drainage and utility easement along the property lines and street rights-of- <br />way. <br /> <br />Site Plan <br />1. A standard 18 foot one-way drive aisle is shown on the west side of the <br />building, however this width would be reduced by drive thru traffic stacking <br />before the order board. We would recommend the west drive aisle be a <br />minimum of 22 feet wide, which is the same width proposed on the east side <br />of the building, to maintain a 10 foot lane for drive thru traffic and a 12 foot <br />lane to accommodate parking traffic. <br />2. Ingress and egress from the westerly most parking stall on the south end of <br />the site appears to be tight due to the angle of the parking. The applicant <br />should provide turning movements to document access to this stall without <br />affecting other parking areas. <br />3. Ramsey County will need to review and permit the driveway relocation <br />proposed for the site. <br />Grading Plan <br />1. The Emergency Overflow (EOF) elevation for the stormwater pond and path <br />of flow should be shown on the grading plan. <br />2. Silt fence should be added along the entire south side of the site.
