<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br />TO: Planning Commission Members <br /> FROM: Joel Hanson, City Administrator <br /> DATE: May 10, 2018 <br /> <br />RE: Sale of 53 & 167 South Owasso <br /> <br />The City (EDA) owns the above referenced property. 167 South Owasso was originally purchased on <br />a voluntary sale basis in 2010 as the site to house a new public works facility. After further <br />consideration, the City Council felt we should combine that site with other properties in the area to <br />generate a more significant redevelopment project. 167 South Owasso was purchased on a voluntary <br />sale basis in 2013. However, we were not able to combine any other parcels with those two over the <br />past few years. <br />The City Council listed this site (53 & 167) for sale at the end of 2016. We had a few inquiries and <br />one false start on a potential sale. A couple of months ago, Q3 inquired about the site. They are <br />looking to add a training facility and administrative space on the site that. Total occupied square <br />footage will be around 27,500 square feet. They will be before you in the not too distant future for <br />required zoning approvals. <br />Pursuant to Minnesota Statutes 462.356, subd.2, the Planning Commission is charged with the duty to <br />review and comment on the sale of property by the City (EDA) in terms of compliance with the <br />Comprehensive Plan. Pursuant to the Comprehensive Plan currently in effect (2030), this area is <br />guided as industrial (see map attached) and the proposed use by Q3 would be in compliance with the <br />proposed land use. <br />The finding staff would recommend you adopt is as follows: <br />The proposed sale and ultimate land use of 53 & 167 South Owasso is in conformance with <br />the City’s Comprehensive Plan and the contemplated sale should proceed.
