MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2002 <br />Weavers reported on problems with high water levels in Lake Gervais and <br />expressed concern for lowering the lake in those situations if the channel <br />is not re-opened. Tolaas indicated that they would work in a requirement <br />that the contractor re-open the channel in emergency high water situations. <br />Weavers asked if the bridge will have a true arch. Tolaas replied that it <br />would. <br />Weavers expressed concern about the construction of any areas under the <br />arch or at the bridge base that would be an attractive nuisance for children. <br />Tolaas replied that the bridge design will not include those types of <br />elements. <br />Skip Skipsted, Carla Lane, asked if road limits will delay the project. <br />Tolaas replied that contractors are aware of road limits and will have to <br />factor that into their project planning. <br />Skipsted stated that he was in agreement with the revised bridge design. <br />The Council thanked Tolaas for this presentation this evening. <br />VOUCHERS Mr. La Valle introduced the following resolution and moved its adoption: <br />REb'OLUTION NO. 2002-9-204 -APPROVING THE VOUCHERS <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) .LaValle, Anderson, Fahey, Scalze, Montour. <br />Nays (0). Resolution declared adopted. <br />2001 AUDIT Mark Gibbs, Tautges Redpath, appeared before the Council and reviewed <br />REPORT the City's 2001 audit results. Gibbs reported that the City has received a <br />clean opinion on its financial statements. There is still a need for an <br />inventory of general fixed assets. This is a requirement for compliance <br />with GASB 34, and the City is required to be in compliance for 2004. <br />Gibbs highlighted a couple of points in the Management Report noting <br />that revenues exceeded estimates while expenditures were below estimate. <br />Gibbs acknowledged that this is a result of City Administrator's and <br />Accounting Supervisor's very good job of budgeting. Gibbs also pointed <br />out that the City's policy has been to transfer excess dollars into the <br />General Capital Improvement Fund. Gibbs also highlighted the increase <br />in the Capital Project Fund balance. This is due to the issuance of a $3 <br />million tax increment bond for the Rice Street project. <br />
