MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 2002 <br />SCULLEY Mr. John Sculley appeared before the Council requesting the status of the <br />PROPERTY engineering study of his property relative to the drainage impact of development in <br />Maplewood and along County Road D. <br />The City Administrator reported that the City Engineer has been working on this <br />study. The City Engineer has presented preliminary information which the <br />Administrator has asked be verified. The Administrator anticipated that the matter <br />will be scheduled for discussion by the Council at an upcoming meeting. <br />Sculley reported that the property has become wetter since the development in <br />Maplewood and along County Road D. He noted that installation of a culvert on the <br />Maplewood property line eliminated problems on the south end, but left the northern <br />portion of the property wet. Sculley reported that there was a road that his family <br />used on this property since the early 1950's that is now under water. Sculley <br />indicated that he is gaining wetland and losing property value. Sculley stated that he <br />does not want the result to be that the Watershed declares his property as wetland. <br />He pointed out that he will lose property value and the City of Little Canada will lose <br />tax value. <br />Fahey agreed and asked that the City Engineer expedite his study and get the issue <br />scheduled for discussion at a Council meeting within the next 30 days. <br />Scalze asked if there was a way to make drainage improvements for this area as part <br />of the 694 project. The City Administrator indicated that the City Engineer was <br />looking into that issue and would include that element as part of his report. <br />COMMON The Council noted the necessity to convene as the EDA in order to act on the <br />BOND release of Market Place Development Agreement from the Common Bond <br />PROJECT - property that is being developed as an addition to the Garden Terrace senior <br />RELEASE housing. <br />or <br />DEVELOPMENT Mrs. Scalze introduced the following resolution and moved its adoption: <br />AGREEMENT <br />RESO1. UTION NO. 2002-10-233 - AD.70 URNING AS TIIE CITY CO UNCIL <br />AND CONVENING AS THE ECONOMIC DEVELOMENT AUTHORITY <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Scalze, Fahey, Montour, Anderson. <br />Nays (0). Resolution declared adopted. <br />The City Administrator pointed out that the Market Place Development Agreement <br />was recorded against the entire property.
