Metro State University also has a MPA program and their cost for a four-credit class is $1,644.
However, in Bryce’s case, he would lose eight of his current 16 credits because they would not
transfer. That accounts for $3,288 in added costs plus the additional time to re-take the lost credit
hours.
I am recommending we increase the maximum tuition reimbursement allowance to $4,500 per
calendar year. I am also recommending that we modify the program to have the City pay the
tuition costs at enrollment in each course and if not successfully completed, the employee would
reimburse the City $150 per pay period to be withheld as part of payroll processing until the
amount is repaid (repayment in just over ½ year on that basis). Should the employee leave the
City, any amounts owing would become immediately due and payable and be withheld from
any final payroll/severance amounts owing. Finally, should the employee leave the City’s
employment within two years of completing a class, the employee will be responsible for the full
reimbursement of the City’s expended funds
The Council’s comments/modifications can be addressed as you deem appropriate.
