3. Provide programming designed for people of diverse age, <br />race, ethnicity, ability, gender, and economic status <br />3.1Develop programming partnerships with diverse, unique <br />groups and organizations to provide opportunities that may <br />otherwise be unavailable through the City of Little Canada. <br />3.2Initiate and support concerts, festivals, cultural, and arts <br />events that are designed for the entire community <br />3.3Identify and reduce financial barriers to participation in <br />recreation programs <br />3.3.1Continue to provide grants and scholarships for <br />programs and events for low-income residents <br />3.3.2Provide programming at different locations throughout <br />the City to reduce the impact of transportation barriers <br />3.3.3Continue to collaborate with the Little Canada <br />Recreation Association to provide grants, subsidies, <br />and scholarships for programs and events for low- <br />income residents <br />3.4Participate in and promote programs that underwrite or <br />reduce resident cost for recreation equipment <br />3.5Ensure recreation opportunities are available to persons <br />with disabilities <br />Operations & Maintenance <br />1. Protect, preserve, and enhance natural resources, features, <br />and environments within the City by implementing <br />sustainable practices <br />1.1 Implement practices that meet or exceed established <br />standards for ecological design of landscapes and buildings <br />1.1.1Maximize infiltration of stormwater by following low- <br />impact development principles <br />1.1.2Include flowering plants such as white clover and <br />creeping thyme into lawn mixes to increase drought <br />tolerance, biodiversity and visual interest, and reduce <br />mowing, fertilizing, and watering <br />1.1.3Use solar, wind, geothermal, and other sustainable <br />technologies where and when feasible for lighting, <br />heating, and cooling <br />Canadian Days celebratory programming <br />occurs in Spooner Park every summer and is <br />a collaboration between the City and the <br />Canadian Days Volunteer Committee <br />CHAPTER 4 48
