H:\VOJACEK\loanprogramexpansion\Little Canada\proposal.docx AA-ADA-EEO Employer
rehabilitation advisors and 1 part time program manager. We are in the process of hiring
a third part time rehab advisor. We understand this program is a new program; once the
City of Little Canada and the HRA of the City of St Paul reach an agreement the City of
St Paul staff will be required to get approval from the HRA Board to proceed with
signing an agreement.

Ramsey County Public Health provides lead risk assessment and lead clearance services
if your programs require them. Our programs allow the cost of the risk assessment of
$385 and Lead clearance of $175 to be financed. Homeowners are charged for credit
reports, title search and recording fees for all programs.

The City of St Paul will bill the City of Little Canada monthly for homeowner rehab loans
closed (single family and manufactured homes) plus ½ of the servicing fee. The
remaining ½ of the servicing fee will be billed on a monthly basis at completion of the
homeowner rehab project. The down payment funds for purchase of manufactured homes
will be paid directly to the seller at the closing by the City of Little Canada and the City of
St Paul will bill monthly for the service fee.

3
