<br />36 <br /> <br />Goals and Policies <br />The following are general goals and policies for all land uses: <br />Goals: <br /> <br />1. Maintain a cohesive land use pattern which ensures compatibility and functional relationships <br />among land uses. <br /> <br />2. Preserve and protect property values. <br /> <br />3. Enhance and ensure proper protection natural environment features. <br /> <br />4. Investigate and utilize public financing alternatives to assist private interests in development, <br />redevelopment or rehabilitation efforts when City objectives are furthered in exceptional ways. <br /> <br />5. Prohibit over-intensification of land use development, that is, development which is not <br />accompanied by a sufficient level of supportive services and facilities (utilities, parking, <br />access, etc.). <br /> <br />6. Maintain and strengthen the tax base. <br /> <br />7. Where practical, conflicting land uses shall be eliminated through removal or relocation. <br /> <br />Policies: <br /> <br />1. All development proposals shall be analyzed on an individual basis from a physical, economic <br />and social standpoint to determine the most appropriate uses within the context of the <br />community as a whole. Development standards of the particular zoning district in which the <br />project is proposed shall be a starting point for evaluation of the project. <br /> <br />2. To the maximum extent possible, development policies and regulations shall be applied <br />consistently and uniformly. It is acknowledged that certain policies will not apply to certain <br />projects, or that within the context of the neighborhood, certain standards may conflict. When <br />there are conflicts, the City’s policies should be balanced and evaluated to provide for the <br />optimal outcome. <br /> <br />3. Property values shall be protected through the harmonious relationship of land uses, streets <br />and natural features and the maintenance of properties. This policy acknowledges that the <br />implementation of the stated goals is intertwined with enhancing local property values. <br /> <br />4. Compatible uses and activities shall be concentrated and clustered into functionally rela ted <br />sub-units of the community. Zoning decisions should be made based upon the needs of the <br />community and the needs of the local district in which the zoning action is being considered. <br /> <br />5. Transitions between distinctly differing types of land uses shall be accomplished in an orderly <br />fashion which does not create a negative (economic, social or physical) impact on adjoining <br />developments. Often, this will mean the installation of significant screening measures.
