Acknowledge the City’s need to address the Metropolitan Council’s significant increase in <br />employment forecasts for the City prior to converting non-residential land to housing. <br /> <br />3. Continue the City’s policy of protecting infill areas for land uses reflecting their historical <br />zoning, rather than converting them to higher densities. <br /> <br />4. Work with surrounding jurisdictions to meet the larger Ramsey County community’s need for <br />affordable housing development. <br /> <br />5. Project must provide housing <br />for below 80%AMI, but 30%AMI receives <br />higher priority. Can be rental or owner- <br />occupied <br /> CDBG and HOME <br />programs <br />Pair of HUD programs with goals of increasing <br />the supply of quality affordable housing that <br />creates opportunity for low to moderate <br />income households.
