<br />Where will the play area equipment go once the temporary cones are removed (i.e. slides, swings, <br />etc.)? Installation of temporary traffic cones does not seem like a sufficient safety barrier for kids with <br />vehicles driving around it and/or having parking spaces adjacent which require backing up into that <br />play area. Also, these cones will not keep balls, equipment, toys, etc. from inadvertently going outside <br />that space, how will this be controlled (i.e. play items and kids)? If consideration is given to allowing <br />the charter school to occupy the property at 2925 Country Drive, staff would strongly recommended <br />that conditions be added to the PUD to provide for a more permanent play area (i.e. fencing, removal <br />of striping, signage) for safety purposes. <br /> <br />Recommendation <br />In summary, the Planning Commission should make a determination if a school use should be allowed <br />in this zoning district and location. If this use is appropriate, Planning Staff believes additional <br />information and an updated site plan need to be submitted for further review to address the following <br />concerns: <br /> <br />1. Specifics as stated in this report on pick-up/drop-off flow through the site and an analysis of <br />stacking to ensure continuous site flow and no staking on County Drive will occur for both <br />bus and parent traffic. <br />2. Staff does not believe temporary cone delineation of the play area provides sufficient safety <br />for children at play due to the proximity of moving traffic around the play area. In addition, <br />we have concerns of the mixed use of bus loading/unloading within the play area. <br /> <br />If the Planning Commission believes the use of this site as a school is consistent with the Districts <br />intended land use, city staff will follow up with possible ordinance amendment language for your <br />consideration based on the PUD conditions recommended and updated information submitted by the <br />applicant. <br /> <br /> <br />
