MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 2002 <br />asked about the construction of the proposed 20,000 square foot building on the back <br />lot. Johnson replied that that building is conceptual and he ltas no specific time frame <br />for developing it. Anderson asked about the timing for relocation of two of the <br />canopies to the back of the property and dividing them into Four smaller canopies. <br />Johnson anticipated that that would occur next year. Montour noted that all these <br />timing issues should be addressed in the development agreement. <br />The City Administrator pointed out the shed structure between the former Knox <br />building and Country Drive. He noted that this structure is in a key parking location, <br />and felt it was critical that it be removed. Johnson agreed it would be removed as <br />part of the project. <br />Anderson pointed out that the lots along Country Drive will likely have <br />office/warehouse uses. While the fronts of these buildings will be attractive and <br />landscaped, the backs will have loading docks. Anderson felt that from his <br />perspective, the third canopy would be acceptable in its existing location with the <br />stucco finish proposed as well as with the addition of landscaping. Anderson felt the <br />future owners of the lots along County Drive would not have an objection to that. <br />Scalze agreed with Anderson's comments noting that the canopy would need to have <br />a stucco exterior and landscaping added. <br />Johnson pointed out that the canopy would also provide screening for his office use at <br />the back of the property and the loading docks on the two future uses along Country <br />Drive. <br />Montour felt that action on this matter should be tabled until November 20t~' to give <br />the City Planner an opportunity to comment on the rezoning of the entire site to PUD. <br />Johnson asked if the Council will come to any consensus on any of the issues this <br />evening. <br />Council noted that the three members present have consensus on the issue of allowing <br />the third canopy to remain provided it is surfaced in stucco and landscaped. <br />However, Council felt none of the issues should be decided until the November 20°i <br />meeting when there will be four members present. <br />Anderson suggested that the matter be tabled pending a report from the City Planner <br />on the impacts of the zoning options for the back property. <br />Johnson asked the Council's position on his continued outdoor storage use pending a <br />final decision on the zoning. The City Administrator indicated that it would be staff's <br />position that the outdoor storage use could continue as it currently exists pending a <br />resolution of the zoning issue. The Administrator also noted that the City and Mr. <br />Johnson will be entering into a Development Agreement which will clearly define all <br />the issues related to this property.
