MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 2002 <br />to The Lodge at Little Canada LLC cannot be transferred for a period of one year, the <br />development must proceed pursuant to the plans that were approved by the City, and <br />construction must commence within a period of one year. If these conditions are not <br />complied with, the property automatically reverts back to the EDA.. The Attorney <br />noted that these restrictions become a restrictive covenant on the property. <br />There was no further business for the EDA. <br />Mr. Scalze introduced the following resolution and moved its adoption: <br />RE.SOLUTIONNO. 2002-11-6 - AD.IOURNING AS THE ECONOMIC <br />DEVELOPMENT AUTHORITYAND RECONVENING A.S' THE CITY <br />COUNCI7, <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (3) Scalze, Anderson, Montour. <br />Nays (0). Resolution declared adopted. <br />Mr. Anderson introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2002-II-257 -APPROVING THE MODIFICATIONS TO <br />THE REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT AREA <br />NO. 1, AND THE MODIFICATIONS TO THE TAX INCREMENT FINANCING <br />PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 3-2, AND THE <br />TAX INCREMENT FINANCING PLAN FOR THE ESTA73LISHMENT OF TAX <br />INCREMENT FINANCING DISTRICT NO. 3-3 WITHIN REDEVEL OPMENT <br />PRO.IECT AREA NO. 1, AND AUTHORIZING THE MAYOR AND CITY <br />ADMINLSTRATOR TO EXECUTE THESE DOCUMENTS ON 73EHAI,F OF <br />THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3) Anderson, Montour, Scalze. <br />Nays (0). Resolution declared adopted. <br />The Council reviewed the proposed ordinance establishing moderate-income limits in <br />Tax Increment Housing Districts in the City. The City Administrata~ noted that those <br />limits are being established at 150% of the median family income as defined by the <br />US Department of Housing and Urban Development for Ramsey County. <br />Mrs. Scalze introduced the following ordinance and moved its adoption: <br />ORDINANCE NO. 539 - AN ORDINANCE DEFINING "MODERATE <br />INCOME" FOR PURPOSES OF TAX INCREMENT HOUSING DISTRICTS IN <br />THE CITY OF LITTLE CANADA <br />
