MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 20, 2002 <br />Pursuant to due call and notice thereof a workshop meeting of the <br />City Council of Little Canada, Minnesota was convened on the <br />20th day of November, 2002 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Michael I. Ms. Shelly Rueckert <br />Fire Department Mr. Jim Gustafson <br />Cable TV Producer Mr. Jeremy Brodin <br />2003 BUDGET The purpose of tonight's workshop meeting is to review the <br />REVIEW proposed 2003 Budget. The City Administrator began with a <br />detailed review of his November 18°i memo that summarized the <br />budget document. The Administrator noted the net levy did <br />increase slightly from the first budget draft review this past <br />September due to a reduction in the Fiscal Disparities distribution <br />the City will receive this year. However, this reduction of $4,285 <br />does not impact the gross levy amount certified to Ramsey County. <br />That level remains at a 4.0% increase from 2002. <br />The Administrator also cautioned the Council about the possibility <br />of State impacts to the City's 2002 Budget, as well as potential <br />cuts impacting the 2003 Budget. Due to the State's budget deficit, <br />the Governor may target Local Government Aid to cities as well as <br />Market Value credits (last spring the Governor's proposal would <br />have yielded a $140,000 impact by 2004).
