Proposal for Environmental Services June 21, 2018 <br />167 South Owasso Blvd West, Little Canada, MN <br /> <br /> 2 <br />SCOPE OF SERVICES <br /> <br />The 1,000-gallon heating oil UST is no longer in use and we propose removal of the UST and <br />collection of confirmation soil sampling in accordance with Minnesota Pollution Control Agency <br />(MPCA) requirements. Our scope of services are as follows: <br /> <br />• Coordinate with a registered tank removal subcontractor to excavate and remove the UST. <br />• Screen soil using a photoionization detector (PID) equipped with a 10.6 eV lamp to <br />determine if field-detectable contamination is present. We will also document the <br />condition of the UST during removal. <br />• Collect a total of two soil samples (one from under each end of tank) following MPCA <br />Guidance Document 3-01 and submit to a laboratory for chemical analysis of DRO and VOCs <br />following MPCA Guidance Document 4-04. <br />• If the analytical results detect low-level petroleum impacts, we will prepare an excavation <br />report which includes the analytical reports and recommends no further work. If elevated <br />petroleum impacts are detected, we will complete the excavation report recommending <br />additional work as required by the MPCA. We will be available to discuss regulatory <br />reporting obligations and what next steps may be appropriate. <br />• If no contamination is detected, we will complete a letter report which includes the <br />analytical reports and recommends no further work. <br /> <br />SCHEDULE <br /> <br />Based on current schedules, we anticipate that the UST removal can be scheduled within two <br />weeks. One day of field work will be necessary. We will receive laboratory results approximately <br />two weeks after they are submitted under normal turnaround. Our report will follow after the <br />analytical results are received. Total time to complete the investigation and issue a report is <br />estimated to be about four weeks from authorization. Faster completion (three weeks) may be <br />possible if a RUSH is put on the laboratory testing, which would result in an increase cost for <br />laboratory testing (double laboratory testing costs). The schedule is subject to change due to <br />extreme weather conditions that delay drilling. <br /> <br />PRICING <br /> <br />UST Removal Services <br /> <br />• Pumping, removal, tank disposal, permits and backfill: $ 2,925.00 <br />• Environmental Technician: 750.00 <br />• Laboratory testing (soil): 225.00 <br />• Data evaluation, project management, & report: 500.00 <br /> <br /> Subtotal: $ 4,400.00 <br /> <br />We are requesting a retainer of $2,200.00 to initiate services. The balance due will be invoiced upon <br />completion of the final report with payment due net 30 days, with interest added to unpaid
