<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br /> <br />DATE: July 6, 2018 <br /> <br />RE: Scoreboard for Pioneer Park <br /> <br /> <br />One of the top eight of the Park & Recreation Commission Capital Improvement Priorities was to <br />add a scoreboard to the Pioneer Park Field. Staff has been working with Nevco, a scoreboard <br />company on a digital scoreboard that would suit the City’s need for Pioneer Park. <br />It is the intent to have the scoreboard installed along the north end of the existing soccer field. The <br />scoreboard measures 12’W x 5’H x 8”D, with a 12’W x 2’H non-illuminated outdoor sign on the <br />top with the City’s logo and name. Due to the location, it has been priced with a Solar Power Kit <br />that will mitigate the need for running power to the scoreboard and reduce installation costs. The <br />scoreboard is controlled by a wireless handheld receiver and utilizes bright, long lasting, energy <br />efficient LED lights. The scoreboard comes with a five-year warranty and the solar kit has a two- <br />year warranty. Many other Minnesota cities and associations use these scoreboards, and in doing <br />reference checks, staff found that the scoreboards have exceeded customer expectations. <br />Currently, the soccer field is used by Little Canada programming, North Suburban Soccer <br />Association (NSSA), and three high schools in the area. In talking with other cities that have <br />purchased a Nevco scoreboard, they have each user purchase their own handheld remote and those <br />users would then be responsible for their remote and needing to replace it if damaged. The <br />scheduling of the field would continue to be done by city staff. One of the main high school users <br />has indicated that they would like to offer a monetary donation towards the scoreboard. <br />As we continue to look into offering other sports and using the field for more than just soccer, this <br />scoreboard could also be used for different sports as well. The design allows it to not be restricted <br />to only soccer. <br />This scoreboard is an item that was budgeted for in the Capital Improvement Fund (400). The <br />budgeted amount was $10,000.00. The scoreboard as proposed is $8,142.34. This does not include <br />the installation cost. Staff is working on getting some installation quotes, but does not anticipate <br />installation to be more than $1,500. This project may also be done in-house by the Public Works <br />employees and staff will explore the feasibility of that option as well. <br />Staff recommends the approval of $8,142.34 to Nevco for the purchase of a scoreboard at <br />Pioneer Park.
