<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br /> <br />DATE: July 20, 2018 <br /> <br />RE: Eagle Scout Project - Portable Restroom Screening <br /> <br />Boy Scout Hunter Huot has been working on his Eagle Scout project and is proposing to construct four <br />portable restroom screening structures within two City parks. The two portable restrooms at Pioneer <br />Park and the two at Spooner Park will be screened. The screening of portable restrooms is one of the <br />Park & Recreation Commission’s top eight priorities and a project that was originally scheduled to be <br />completed in 2018 by city staff. <br /> <br />Attached is design rendering that Mr. Huot has submitted. Staff has reviewed the design and believe it <br />to be structurally sound, in compliance with city codes, and the proper size for future maintenance <br />needs of the portable restrooms. Mr. Huot has consulted and confirmed with the local portable <br />restroom company that the design he is proposing will not impede the operation of gaining access to <br />the portable restrooms for service or in the event a unit needs to be moved or replaced. <br /> <br />The structure will be built on a solid base of buckshot rock, instead of concrete. This will allow for an <br />easier cleanup if a spill were to occur. The building material that will be used is a cedar tone treated <br />lumber and secured to the ground with long wooden stakes, which would allow the structure to be <br />moved if needed, but it is the intent that moving the structures would be very minimal, if ever. <br /> <br />Mr. Huot was at the July 10, 2018, Parks & Recreation Commission meeting. The Commission <br />reviewed the project and had an opportunity to speak with Mr. Huot and ask questions. The <br />Commission approved the design and is recommending that the City Council approve up to $700.00 <br />towards the total project costs. At this time, the total project costs are estimated at $1,500.00. The <br />Little Canada Recreation Association (LCRA) has granted Mr. Huot $800.00 towards this project. <br /> <br />Mr. Huot is requesting that the City Council approve the design and up to $700 towards the total <br />project cost. Once the project and funding are approved, Mr. Huot will purchase the supplies and <br />coordinate the construction of the screening, which he plans to have completed within the next couple <br />of weeks. <br /> <br />Staff recommends approving the portable restroom screening design as submitted and up to <br />$700 towards the total project cost. <br /> <br /> <br />
