MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 2, 2002 <br />Pursuant to due call and notice thereof a special meeting of the <br />City Council of Little Canada, Minnesota was convened on the 2nd <br />day of December, 2002 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 7:00 p.m. <br />and the following members of the City Council were present at roll <br />call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Matt Anderson <br />Council Member Mr. Rick Montour <br />ABSENT: Council Member Ms. Beverly Scalze <br />Council Member Mr. Jim LaValle <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Accounting Supvr. Ms. Shelly Rueckert <br />Cable TV Producer Mr. Jeremy Brodin <br />Deputy Clerk Ms. Kathy Glanzer <br />TRUTH IN Mayor Fahey noted that the purpose of tonight's special meeting is <br />TAXATION to conduct the Truth In Taxation.Hearing for the proposed 2003 <br />BUDGET Budget. <br />PRESENTATION <br />The City Administrator welcomed the general public to Little <br />Canada's Truth In Taxation hearing on the proposed 2003 Budget <br />and Tax Levy. The purpose of the hearing is to provide property <br />owners in Little Cu~ada with information regarding the City's <br />impact on 2003 property taxes. <br />The Administrator began with a review of the various agencies that <br />impact property taxes. These include the State Legislature, County <br />Assessor, and various taxingjurisdictions. He also reviewed State <br />Aid to cities that helps to reduce property taxes. The <br />Administrator noted that the State eliminated Homestead and <br />Agricultural Credit Aid (RAGA) in 2002. Local Government Aid <br />(LGA) is still provided, and Little Canada is scheduled to receive <br />$94,686 in 2003, an increase of $16,916 over 2002 LGA. <br />However, given the State's budget deficit, the Administrator <br />
