Ms. Jessica Jagoe, Associate Planner <br />September 4, 2018 <br />Page 11 <br /> <br />Traffic Study <br /> <br />Background <br />The proposed AFSA school, if approved, will be located at 2925 Country Drive, a parcel within a <br />PUD Permit District that allows commercial uses but does not current allow school uses. A <br />traffic study was conducted to identify any impacts that might occur consistent with its <br />approval and implementation. Figure 2 on the next page shows the site’s regional location. <br /> <br />Student Enrollment: <br />The school, within the next five years will have a total enrollment of 312 students, who will be <br />in Kindergarten through eighth grade. Based on experiences at two other AFSA schools, it is <br />forecast that 228 students (73 percent) will ride a school bus to and from school, and 84 <br />students (27 percent) will be driven to and from school. Because some families will have more <br />than one student enrolled at the school, it is estimated that 70 parents will drive the 82 <br />students. <br /> <br />Bus Operations: <br />Ten buses will be used for bus transportation. The buses have 23 foot long wheel bases. They <br />will enter the school site at the southern driveway and circulate clockwise around the western <br />side of the school building. They will queue along the northern edge of the playground on the <br />north side of the building to drop-off and pick-up students. <br /> <br />The buses will arrive and depart in two rounds. Each round will consist of no more than five <br />buses. The queue along the northern edge of the playground can accommodate four buses. <br />The fifth bus will wait along the western side of the school building for the first bus in line to <br />exit the site, and after the buses in queue move forward, it will turn to get in line. Students will <br />alight and board the buses on the right (passenger) side of the buses and will only be able to <br />alight or board from the playground area, which will be fenced. <br /> <br />The first round of five buses will arrive and depart in the morning between 7:30 and 7:40. The <br />second round of five buses will arrive and depart between 7:40 and 7:50. In the afternoon, <br />when the buses will pick student up at the end of school, the first round of five buses will arrive <br />and depart between 2:30 and 2:48. The second round of five buses will arrive and depart <br />between 2:55 and 3:05. Thus, there will never be more than five buses on site at any given <br />time. <br /> <br />The buses will enter the site after travelling south on Country Drive from the Owasso Boulevard <br />intersection with Country Drive. They will exit the site by driving north on Country Drive toward <br />Owasso Boulevard, where they will accomplish a northbound left-turn onto Owasso Boulevard. <br />
