MINUTES CITY COUNCIL DECEMBER 17, 2002 FINAL STAGE PUD FOR DRYWALL. b"UPPI,YADDITION WILL. ]3E DEEMED DENIED The foregoing resolution was duly seconded by Scalze. Ayes (4) Montour, Scalze, Fahey, Anderson. Nays (0). Resolution declared adopted. 2003 BUDGET Fahey opened the public hearing to consider adoption of the 2003 Budget. The City Administrator reported that the 2003 Budget represents a 4% increase in the City's gross levy and a 3.28% increase in the net levy. The Administrator also updated the Council on the fact that Governor-elect Pawlenty has asked Governor Ventura to unallot the 2002 second half payment of local government aids to cities. If that occurs, 2002 revenue will decrease a minimum of $35,000. The Administrator pointed out that given the State's budget deficit, 2003 will be a very interesting year and he is confident that local government aids to cities will be eliminated. There was no one present from the general public wishing to comment on this matter. Upon motion by Fahey, seconded by Montour, the public hearing was closed. Mrs. Scalze introduced the following resolution and moved its adoption: RESOL UTION NO. 2003-12-301-APPROVING THE 2003 BUDGET A.S SUBMITTED 73Y CITY STAFF AND CERTIFYING THE 2003 BUDGET LEVY; RATIFYING 2003 SALARIES AS PROPOSED 73Y THE CITYADMINISTRATOR; AND APPROVING THE CAPITA]. IMPROVEMENT PLAN AS PRESENTED The foregoing resolution was duly secaided by Anderson. Ayes (4) Scalze, Anderson, Montour, Fahey. Nays (0). Resolution declared adopted.
