MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 2002 <br />Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2002-I Z-304 -ACCEPTING THE FEASI73ILITY <br />REPORTS ON THE A730VE IMPROVEMENTS` AND CALLING FOR <br />IMPROVEMENT HEARINGS` A.S' RECOMMENDED I3Y CITY <br />STAFF <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Scalze, Fahey, Montour, Anderson. <br />Nays (0). Resolution declared adopted. <br />ADP Council reviewed the recommendation of the Accounting Supervisor <br />SERVICES relative to outsourcing of payroll with ADP Services. <br />Scalze introduced the following resolution and moved its adoption: <br />RE.S`OI. UTION NO. 2002-12-305 -APPROVING THE AGREEMENT <br />WITH ADP SERVICES FOR PAYROLL PROCESSING AS <br />RECOMMENDED 73YSTAFF, AND AUTHORIZING THE <br />ACCOUNTING SUPERVISOR TO EXECUTE THE AGREEMENT <br />ON ]3EHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4) Scalze, Montour, Anderson, Fahey. <br />Nays (0). Resolution declared adopted. <br />SAVAGE LANE The City Administrator pointed out that as part of the review of 2003 <br />Improvements, staff' looked at the reconstruction of Savage Lane. <br />Estimated costs for reconstructing this street are over $230,000. Further <br />analysis shows that there is very little traffic on Savage Lane and there is <br />no direct access of any abutting properties to this street. Therefore, staff ie <br />recommending that additional study of Savage Lane be conducted to <br />determine if there are other options than the reconstruction one considered <br />such as eliminating a portion of Savage Lane and ending connecting <br />streets with cul-de-sacs, replacing Savage Lane with aone-way service <br />lane, etc. The Fire Chief has indicated the need for good traffic flow in <br />this area. Options would be reviewed with the neighborhood to determine <br />their preferences. The Administrator indicated that if the Council agreed, <br />the Savage Lane improvement would be delayed until the City's next <br />improvement cycle. <br />It was the consensus of the Council to delay the improvement of Savage <br />Lane to provide time for other options to be explored. <br />
