STAFF REPORT

TO: Mayor Keis and Members of City Council
FROM: Chris Heineman, City Administrator

DATE: October 10, 2018

RE: Renewal of Joint Powers Agreement for the Ramsey County
Geographic Information Systems (GIS) Users Group

Attached is a Joint Powers Agreement (JPA) renewing the City of Little Canada’s participation
in the Ramsey County Geographic Information Systems (GIS) Users Group for a three year term.
The previous JPA covered 2015-2017 and was approved on September 4, 2014. The GIS Users
Group is behind in executing a new agreement, however the 2018 fee was paid in February at the
previous rate. There are no material changes to the 2018-2020 JPA.

The annual cost of participating in the Ramsey County GIS User Group is currently $984.14. As
previously mentioned, this annual fee was utilized for the past four years. Prior to that, the
annual fee for participating in this group was $983.94 for 2012-2014. The 2019 dues have not
yet been established, but they are unlikely to change significantly.

Both City staff and City Engineer Lee Elfering are able to utilize this information and believe it
is a valuable and essential service. Staff recommends approval of the 2018-2020 Joint Powers
Agreement for the Ramsey County GIS Users Group as presented.
