Existing industrial uses shall be retained and new industrial development shall be
encouraged to locate in existing industrial parks and industrially zoned areas.

3. An aesthetically pleasing environment free from excessive outdoor storage shall guide the
physical development of the northwest quadrant of the City.

It should be noted that the policies above are the same for the 2040 Draft Comprehensive Plan
which was reviewed by the Planning Commission earlier this year.

The Planning Commission is asked to review the attached Development Program and Tax
Increment Financing plan. After reviewing those documents, staff is recommending that you adopt
the attached resolution stating that the development program for Development District No. 7 and a
tax increment financing plan for Tax Increment Financing District No. 7-2 conforms to the
general plans for development and redevelopment of the City.

Please feel free to contact me if you have any comments or questions prior to the meeting.
