<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Planning Commission Members <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: September 27, 2018 <br /> <br />RE: 190 Ryan Lane – Conditional Use Permit Amendment <br /> <br />Mr. Paul Behr, Property Owner, and Mr. Leahy, St. Paul Utilities located at 190 Ryan Lane are seeking <br />an amendment to the existing Conditional Use Permit (CUP) to increase the outdoor storage area by <br />approximately 2,700 square feet. The current CUP was issued on June 14, 1999. This CUP allows for <br />outdoor storage behind the rear line of the building. Mr. Leahy is requesting to add an outdoor storage <br />area along the west side of the building up to the front line of the building. Mr. Leahy is proposing to <br />move the existing chain link fence with slats 90 feet to the front building line. By doing so, they are <br />seeking to continue using the existing fence with the addition of landscaping as an acceptable form of <br />screening. <br /> <br />The subject parcel is located within the Ryan Industrial Park and is zoned I-1, Light Industrial. <br /> <br />Analysis <br />In the I-1, Light Industrial District outdoor storage is allowed as a Conditional Use. City staff has <br />provided below the applicable outdoor storage section and insert comments in italics as it pertains to <br />each regulation: <br /> <br />G. Open and Outdoor Storage as an accessory use, provided that: <br /> <br />1. The activity of outdoor storage shall require a separate business license issued by the City <br />of Little Canada. <br /> <br />St. Paul Utilities has been approved an outdoor storage valid until June 30, 2019. <br /> <br />2. The storage area in question occupies an area no greater than sixty (60) percent of the gross <br />square footage of the subject parcel. <br /> <br />Using Ramsey County GIS records, city staff has verified that the existing outdoor storage <br />is approximately 7,300 square feet and the proposed area is closer to 3,200 square feet <br />(measuring the total area on west side of building) which is a combined total of 10,500 <br />square feet. The lot size is 27,007 square feet (.62 acre). Under the 60% provision, the <br />outdoor storage could not exceed 16,204 square feet of area. With the proposed additional <br />area the total outdoor storage would be less than 40% of the gross square footage of the <br />parcel. <br />
