MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />Pursuant to due call and notice thereof a workshop meeting of the City Council of <br />Little Canada, Minnesota was convened on the 11th day of September, 2002 in the <br />Council Chambers of the City Center located at 515 Little Canada Road in said City. <br />SEPTEMBER 11, 2002 <br />Mayor Michael I. Fahey called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Michael I. Hanson <br />Mr. Greg Schroeder <br />Mr. Jeremy Brodin <br />2003 The City Administrator presented the Council with the 2003 Preliminary <br />PRELIMINARY 'Budget noting that as presented, the Budget would result in a 4% increase <br />BUDGET in the City's gross levy and a 3.02% increase in the net levy. The Administrator also <br />noted that given increases in valuations, the City's tax rate will drop by almost 18%. <br />Fahey noted that based on these factors, even though the City's levy will increase, <br />property owners could see a reduction in the City's shaz'e of property taxes. "the City <br />Administrator indicated that if property owners have no valuation increase, or a <br />modest increase, they should see a reduction. <br />Fahey noted that the City is not sure at this point how it will rank on a property tax <br />basis with other cities in Ramsey County. The City Administrator indicated that <br />information is preliminary at this point. He also noted that some cities are up against <br />levy limits. Little Canada is under its levy limits by approximately $300,000. The <br />Administrator noted that some cities up against levy limits are considering <br />implementing franchise fees to electric and gas utilities or expanding existing storm <br />water utility fees to supplement the tax levy. <br />The Council discussed local government aids, and the Administrator noted that the <br />Governor has the authority to unallot this aid prior to his leaving office. Little <br />Canada's aid is $77,000 for 2002 and is projected at just under $95,000 for 2003. <br />The Administrator noted that if the Governor unallots LGA, the City cannot go back <br />
