MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2002 <br />session and will be the topic of an upcoming workshop. The Parks & Recreation <br />Director will have a report ready for the Council's review. <br />The Council reviewed the legal portion of the budget, and the consensus was to <br />review it more thoroughly when the City Attorney is present. <br />The Administrator noted that the Capital Improvement Budget will continue to be <br />revised as part of the budget process this fall. <br />Montour reported that AT & T has been withholding the City's share of subscriber <br />fees on modem connections, even though the franchise document requires this <br />payment be made. Montour noted that the FCC has ruled that modem connections <br />are information access and not cable TV access. This ruling is currently being <br />appealed in court. <br />Fahey noted the positive fund balance in the Cable TV portion of the budget, and the <br />Administrator noted that the Cable TV Producer is looking at a number of <br />improvements such as new cameras, lighting, etc. which will be brought to the <br />Council at a later date. Fahey indicated that he would like to see two remote <br />microphones purchased as well. <br />The City Administrator commended the Accounting Supervisor for her work on the <br />proposed budget. <br />There being no further business, the workshop was adjourned at 7:00 p.m. <br />~l <br />Mich el I.
