<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> FROM: Chris Heineman, City Administrator <br /> <br />DATE: November 28, 2018 <br /> <br />RE: NSAC Professional & Technical Services Agreement <br /> <br />The North Suburban Communications Commission (CTV North Suburbs) hired a new Executive <br />Director and has proposed some changes to the annual service contract for each of its contract <br />communities. Due to a 40% funding cut related to the Comcast PEG grant, CTV has had to reorganize <br />in order to better serve their partner cities. These changes include instituting a new security policy that <br />states only CTV employees will be permitted to cablecast. For many years, the City of Little Canada <br />has employed part-time staff for approximately 25-35 hours per pay period to record, edit, produce, <br />and cable cast various meetings and events for the City. These employees provide a valued service to <br />the community, and have also assisted with other public communication and infrastructure projects. <br />Additional changes include a new service called the Neighborhood Network program. If Little Canada <br />chooses to participate, CTV will produce at least 2 productions per year related to Little Canada which <br />will be cable casted, webcasted, and archived for city use. This program replaces the previous hourly <br />allotment that each member city received. Executive Director Dana Healy will be in attendance at the <br />workshop to address any questions you may have and provide more information on this program. <br />I have reviewed the proposed Service Agreement, and contracting with CTV for municipal production <br />services would be a substantial savings for the City of Little Canada. Little Canada currently budgets <br />approximately $30,000 for part-time employee costs, and the CTV proposal is up to 132 hours of <br />production @ $4,224 per year. CTV is also offering a discount of 40% on Municipal Production <br />Services for new clients, resulting in a total cost of $2,534 for 2019. Since this is such a dramatic cost <br />difference, I would like get additional feedback from the City Council on how to proceed. <br />
