MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 28, 2018 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 28th day of November, 2018 in <br />the Conference Room of the City Center located at 515 Little Canada Road in <br />said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />Finance Director <br />Public Works Director <br />City Clerk <br />Cable TV Producer <br />Mr. John Keis <br />Mr. Rick Montour <br />Mr. Mike McGraw <br />Mr. Christian Torkelson <br />Mr. Tom Fischer <br />(arrived at 7:12pm) <br />Mr. Chris Heineman <br />Ms. Sharon Provos <br />Mr. Bill Dircks <br />Ms. Heidi Heller <br />Ms. Vanessa Van Alstine <br />DISCUSS <br />The City Administrator explained that in 2014 when the City made the switch <br />AMENDMENTS TO <br />from sick and vacation time to Paid Time Off (PTO), a short term disability plan <br />THE PERSONNEL <br />was added. He reviewed the staff report and the proposal to change from an <br />POLICY: PTO <br />employee -paid, City -administered short term disability (STD) plan to a City - <br />ACCUMULATION <br />paid STD plan administered by Unum. He stated that currently the STD plan <br />LIMITS, SHORT <br />benefits start on day 15, and proposals for both 15 day and 30 day have been <br />TERM DISABILITY <br />provided. He noted that a start day 15 would cost $1,300 more per year than <br />PLAN <br />start day 30. The Finance Director explained the difficulties that City staff had <br />administering the last STD claim. <br />Keis stated that he preferred staying at a day 15 start for a STD plan. The City <br />Administrator distributed written comments submitted by Council Member <br />Fischer and provided an update from a phone conversation with Fischer. The <br />Finance Director reviewed the primary reasons that Staff is recommending a. <br />change to an outside STD administrator. She stated that no one at the City is an <br />expert in coordinating a STD claim and there are a lot of legalities and rules <br />involved. She stated that it is difficult to access and understand medical records, <br />and then try to impartially review a co-workers medical records. <br />
