STAFF REPORT TO: Mayor Keis and Members of City Council FROM: Chris Heineman, City Administrator Heidi Heller, City Clerk DATE: December 14, 2018 RE: Set 2019 Council Meetings & Workshops Staff has been looking ahead to the regular meeting schedule and recommends that the Council formally adopt the meeting dates for 2019. The City Council has traditionally met at 7:30 p.m. on the second and fourth Wednesdays of each month with the exception of November and December. Since the fourth Wednesday in November falls during the week of Thanksgiving, the November meetings could be shifted to the first and third Wednesdays. For the past several years, the Council has opted to only have one meeting in December. Staff recommends that the Council set the 2019 meeting schedule and hold to these dates unless a quorum is not available. The annual meeting schedule is typically published one time each year. By staying with the adopted meeting schedule, this would save on publication costs for date changes, and prevent scheduling problems for public hearings and other users of City Hall. Staff is also recommending that the Council consider setting a regular monthly workshop. By scheduling and publishing a regular workshop schedule, staff is better able to plan for workshop agenda items. If it is determined that the workshop is not needed, it can simply be canceled by posting on the city website and at City Center rather than publishing it in the local newspaper. Additional workshops can be called if needed, but having a standing workshop will reduce the publication cost that occurs for every workshop that is called. STAFF RECOMMENDATION Staff recommends that the 2019 City Council meetings be scheduled for the second and fourth Wednesday of each month at 7:30 p.m. with the exception of November and December. The regular meetings in November will be on the first and third Wednesdays, and only one meeting in December on Wednesday, December 18. Staff also recommends that a regular monthly Council workshop be scheduled for 6:00 p.m. corresponding with the first City Council meeting of each month. The specific dates for the proposed 2019 schedule shall be as follows:
