<br />issue but there are some sewer mains on County roads that have more traffic and can be <br />potentially a little more dangerous. In those cases staff is recommending that we change our <br />operating policy and send out a third truck to sit behind the operator to ensure a safe work <br />environment. While not the most efficient way to do things, it wouldn’t be required very often. <br /> <br />The Vactor has improved the front-mounted reel considerably from how the City’s is currently <br />set up. It is much quieter while operating. The machine has made many improvements in the <br />twenty years since the last one was purchased and it would be a great machine for the City. <br /> <br />The Public Works operators liked both machines. Both had features they liked and both were <br />deemed to be good units to purchase for operations. <br /> <br />Both machines were quoted based on city specifications: <br /> <br /> Aquatech with International chassis: $390,962.00 <br /> Vactor with International chassis: $403,869.00 <br /> <br />Flexible Pipe has offered $20,000 trade-in value for our current Vactor and MacQueen has <br />offered $35,000 for trade-in value. That leaves the net price of the two machines virtually the <br />same. After extensive demonstrations and conversations with the employees who will be <br />operating the machine, staff has opted to recommend the purchase of the Aquatech machine from <br />Flexible Pipe. Staff believes it may be able to get more than $20,000 for the existing Vactor so it <br />may attempt to sell the existing Vactor itself until the new Aquatech is ready and if it isn’t sold it <br />will trade it in for $20,000. Staff spoke with Woodbury and Arden Hills who both have <br />Aquatechs and both spoke highly of them and had no concerns with the rear-mounted reel. <br />Woodbury just purchased its second Aquatech last year after liking the first one they bought so <br />much. <br /> <br />SOURCE OF FUNDS: <br />$450,000 was budgeted for the combination machine in 2019 in the Sewer and Water Capital <br />Budget (Fund 604). Staff believes the old Vactor can be sold for between $20,000 and $35,000 <br />as well. Any funds received from the sale of the existing equipment would be revenue to the <br />Water and Sewer Capital Replacement Fund (604). <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends the City Council approve the purchase of the Aquatech combination sewer <br />cleaning machine on an International chassis as specified by City staff at a price of $387,293.00 <br />plus tax and license fees from Flexible Pipe and Tool Company. Staff would like to order the <br />machine as soon as possible so it can get in the production line.
